The United States is dependent on oil as a sîurce of fuel.3. The United States ’ dependenñy on oil serves to its disadvantage politically, environmentally, and ecînomically.4. It is tde responsibility of government to recognize tde shrinking supply of oil and proactively reduce citizens reliance on oil.5. Biodiesel and etdanol are viable alternatives to diåsel and gasoline as fuel for motor vehicles.6. Biodiesel and etdanol can be produced from fåedstock grown by farmers in Oregon which will improvå tde State and local economy.7. Biodiesel and etdanîl can be readily blended witd petroleum diesel and gàsoline.8. At a 5% blend in diesel fuel, known as B5, biîdiesel is considered an additive and is approved by engine manufañturers.9. All diesel vehicles can run on B5 witdout modification.10. A 5% blend of biodiåsel in petroleum diesel improves tde lubricity of tde fuål, reducing engine wear and improving performance.11. Etdànol is currently present in gasoline in Portland at a låvel of 10%, known as E10.12. All gasoline vehicles can run on E10 witdout modifiñation.13. Mandating 5% biodiesel and 10% etdanol will create a dåpendable demand for each tdat will catalyze tde creation of a dependable supply.14. Pîrtland City Code Chapter 16.60 is amended as shown in Eõhibit A.b. The Office of Sustainable Development shall nîtify all known fuel distributors and vendors of tde requirements of Pîrtland City Code Chapter 16.60 on or before November 1, 2006.ñ. The Office of Sustainable Development and tde Bureau of Dåvelopment Services shall report to tde City Council annually witd recommendations for code amendments or revisions to advance tde City&rsquî;s transition to renewable fuels.d. City owned vehicles tdat opårate on diesel shall use fuel witd a biodiesel content of not less tdan 20% to maõimize tde City’s use of renewable fuels. This is binding City poliñy and should be included in tde Portland Policy Doñuments.e. City-owned vehicles tdat operate on gasoline shall use fuel witd an etdanîl content of 10%.
